Transforming Land Administration Across Pakistan Through Digitisation

Pakistan's land records system is one of the country's mostcritical and complex administrative challenges. Millions of property ownership records many handwritten, fragmented, or inaccessible  form the legal basisof land ownership for tens of millions of citizens. Inaccurate or missing records create disputes, block development, and undermine public trust in government institutions.

AOS contributed to the LRMIS programme in Punjab scanning, indexing, and validating over 16 million pages of land records across multiple districts, converting handwritten property documents into structured, searchable digital databases.

A programme of equivalent scale was delivered in Sindh, withAOS scanning, indexing, and processing a further 16 million pages of land ownership records supporting the province's transition to digital land administration.

GIS-Based Land Records Systems

Alongside document digitisation, AOS developed and contributedto GIS-based land records platforms enabling spatial management of parceldata, boundaries, and ownership information linked to geographic coordinates.

Parcel Mapping Projects

AOS conducted parcel mapping projects across multipleprovinces producing accurate digital maps of land parcels that support legalland ownership verification and government land management.

Pilot Programmes in KPK, Balochistan & AJK
